Should Congress support President Obama's plan for a $1 billion network of 15 manufacturing innovation institutes?

Observing history, most everything the government plans and creates is bloated with complexity, inefficiency, and minimal effectiveness. I believe it would be better if Obama provided $1B in tax incentives to manufacturers and have them plan and create them.
