To urge its citizens to connect to the Internet, China has halved charges on data-transmission connections and is offering free installation of second telephone lines in Chinese homes and offices. Industry analysts expect the incentives will increase the number of China-based Internet users from just over 2 million today to more than 10 million in the year 2002.
