S. Africa: Equity or Economic Development?

Foreign industrialists and President Nelson Mandela are split over legislation that seeks to create a workforce that mirrors South Africas population. Industrys lobbyists argue that mandating 75% of jobs for blacks and 52% for women would crimp economic development. Mandela disagrees. But hes aware that heavy taxes on businesses could drive away foreign investors, and Mandela is supporting a move to reduce the number of civil servants, who now number 1.2 million.
