Fred Feinstein's decision last week to step down as the general counsel of the National Labor Relations Board (NLRB) at the end of the current session of Congress marks the continuation of what could lead to a policy shift at the NLRB. Feinstein's departure after 5 1/2 years comes on the heels of the departure earlier this year of pro-labor NLRB chairman William Gould. Feinstein is also a labor supporter.
