When Vice President Gore unveiled the Administrations National Performance Review--better known as the "reinventing government" initiative--to make the federal bureaucracy work better and cost less, it received heavy publicity. But that was in 1993. Since then, the initiative has gotten little attention. Hoping to change that, Gore has announced this month that the Administration will launch a "Conversations with America" campaign to hear from the public what it wants done "to improve customer service and achieve the results they care about." President Clinton, he said, has directed agency heads "to hold such conversations."

Speaking on the fifth anniversary of the reinventing government program, Gore also announced that the effort has saved taxpayers $137 billion and shrunk the federal workforce by 348,000 since he and Clinton took office.
