ByJohn S. McClenahen When U.S. Commerce Secretary Donald Evans later this month sends President George W. Bush recommendations for strengthening U.S. manufacturing, his department will already be working on a reorganization designed to boost U.S. manufacturers' prospects in world markets. Evans outlined four major changes during an address to the Detroit Economic Club on Sept. 15. They are:
  • Creation of an Office of Industry Analysis to assess the economic impact of new rules and regulations. The new office will report to the previously announced new assistant secretary of commerce for manufacturing.
  • Consolidation of Commerce Department export promotion functions under a new assistant secretary for trade promotion.
  • Creation of an Unfair Trade Practices Team to detect, track and confront unfair competition.
  • Launch of an initiative to increase access for small- and medium-size manufacturers to global supply chains.
