Newark, Ohio—Computer chip giant Intel shocked the manufacturing world last week, announcing its first new chip-fabrication campus in 40 years, a $20 billion facility to open near Columbus, Ohio, by 2025. The massive project, the largest economic development win in Ohio's history, could grow to $100 billion in investment within a decade as the site has room for several more plants.

Intel typically builds a campus then invests in new capacity there for decades before opening another new facility. Last year, for example, the company announced $20 billion in upgrades to its Arizona campus. Talking to reporters after the announcement, Intel's manufacturing chief, Keyvan Esfajani talked about:
