President Clinton will nominate Ray Kammer as director of the National Institute of Standards and Technology at the U.S. Dept. of Commerce. Kammer is currently CFO, assistant secretary for administration, and the CIO of the Commerce Dept. and was deputy director of NIST from 1980 to 1991. NIST, with a $600 million budget and 300-person staff, oversees government/industry programs to develop technologies, standards, and measurements, and is comprised of the Advanced Technology Program, the Manufacturing Extension Partnership, and the Malcolm Baldrige National Quality Award.
