McClenahen Although Congress has yet to approve a bilateral agreement that would normalize trade between the U.S. and Vietnam, Robert Mallett, the U.S. undersecretary of commerce, is meeting with business and government officials in Vietnam this week to develop ways of turning that promise into reality. Specifically, Mallett is slated to take part in several events to promote development of Vietnam's commercial infrastructure and to encourage economic and governmental reforms. On Mallett's itinerary are meetings in Hanoi with Vietnamese minister of trade Vu Khoan and deputy prime minister Nguyen Tan Dung -- and a visit to the trading floor of the Securities Trading Center in Ho Chi Min City.
