McClenahen After a decline in October building permits for U.S. privately owned housing units rose 5% in November to a seasonally adjusted annual rate of 1.564 million, says the U.S. Commerce Department's Census Bureau. The permit rate for single-family housing rose 5% to an annual rate of 1.195 million. Meanwhile, starts for privately owned housing were at a seasonally adjusted annual rate of 1.645 million in November, 8% above October's mark. Starts of single-family dwellings were at an annual rate of 1.261 million, 3% above their October level.
