The U.S. and the 15-nation European Union would eliminate tariffs on industrial goods by the year 2010 and liberalize investment rules under terms of an economic plan being circulated in Europe. Negotiations could begin within two months on a so-called "New Transatlantic Marketplace." The draft plan would create a free-trade area in services and seek to improve intellectual property protection by harmonizing patent regulations.
