Partnership will encourage public and private collaboration to push manufacturing into the 21st century.

President Barack Obama will announce a plan to re-engage industry and academia to accelerate the develop products to transform U.S. manufacturing in the 21st century.

Obama, who will appear at Carnegie Mellon University at 11 a.m., will announce the creation of the Advanced Manufacturing Partnership, which will be led by leaders from the top engineering universities and several major U.S. Manufacturers. He will also direct the National Economic Council and the Office of Science and Technology Policy to work with the new Partnership to implement a number of the recommendations of the President's Council of Advisors on Science and Technology (PCAST).

Those recommendations include the Federal government:

  • investing in shared infrastructure such as Federal and university laboratories;
  • supporting the development of advanced manufacturing processes; and
  • participating in partnerships with industry and academia that identify and invest in broadly-applicable, precompetitive emerging technologies.

The President will also outline three compelling reasons why the United States should revitalize its manufacturing leadership: jobs, innovation and national security.

In addition to the Advanced Manufacturing Partnership, PCAST calls for changes in tax and business policies, including a permanent extension of the R&D tax credit; continued strong support for basic research in addition to the new emphasis on public-private partnerships to support pre-competitive applied research; and enhanced support for training and educational activities to create a more highly skilled workforce.
