Following the Supreme Court’s ruling that the International Emergency Economic Powers Act (IEEPA) does not authorize the president to impose tariffs, U.S. Customs and Border Protection (CBP) launched the Consolidated Administration and Processing of Entries (CAPE) refund portal on April 20, 2026.
